Catherine Benedict, MPH

Catherine (Kitty) Benedict brings a wealth of experience to her role leading CEI’s many compliance and contracting functions. Over a long career at organizations that provide healthcare to underserved communities, HMOs, insurance companies, and government health departments, she has honed skills in regulatory compliance and reporting, health plan operations, grievance/appeals, compliance and privacy program development, audits, policy development and implementation, and compliance training.

Prior to joining CEI’s team in 2020, she was the Compliance and Risk Management Officer at Ravenswood Family Health Center, a provider of comprehensive health care for diverse, low-income residents of East Palo Alto. Her familiarity with Medicare Advantage, Medicare Part D, Special Needs Plans, and Medi-Cal managed care serve her well at CEI, where she helps ensure that CEI adheres to PACE regulations and all other applicable requirements.

She holds a B.A. from Mount Holyoke College in Massachusetts and a master’s degree in public health from the University of Pittsburgh, Pennsylvania. A long-time Bay Area resident, she has a passion for animals and has owned horses. Pre-COVID, she enjoyed going to movies, theatre, and the San Francisco Opera, and looks forward to doing so again when it is safe to attend public events.
