CEI’s Downtown Oakland Center is located on the ground floor of Oakland’s San Pablo Hotel, a senior residential community in the revitalized Uptown district near the Civic Center. The PACE clinic opened in 1994 and primarily serves residents of Oakland, Emeryville, and the City of Alameda.
Radiant Scoggins, Center Director, Downtown Oakland Center
Radiant Scoggins joined CEI as a Social Worker in 2012. She earned a master’s degree in social work from California State University, East Bay, in 2010 and obtained licensure in Clinical Social Work (LCSW) in 2016. Soon after becoming licensed, she became the Interim Behavioral Health Manager. Prior to joining CEI, she gained administrative experience while operating a Level 11 group-home in Alameda County.
Yoonmee Joo, Primary Care Provider
Yoonmee Joo provides primary medical care as a board certified Adult Nurse Practitioner and has a Ph.D. in Physiological Nursing, for which she researched the effects of medications on age-related hearing loss in older adults. She also teaches and mentors nursing students at the University of California, San Francisco (UCSF). She is interested in factors that promote health for the most vulnerable elderly, especially the social and cultural environment that enables seniors to remain living in their communities with quality of life and dignity. Yoonmee earned her bachelor’s degree at Yonsei University (Korea), and her master’s degree and Ph.D. at UCSF. She is bilingual in Korean and English.
