CEI’s Josie Barrow PACE Center, located on the lower level of the Eastmont Mall complex in East Oakland, opened in Spring 2009 and provides Alameda County Senior care needs for residents of Hayward, East Oakland, San Leandro, Castro Valley, San Lorenzo, and neighboring communities.
Crystal McCloud, Center Director
Crystal has been with CEI since 2006, when she joined our Human Resources Department. She served as Executive Assistant to the CEO and COO for three years, and in Member Services as liaison with the CA Department of Health Care Services for the PACE enrollment process, before being promoted to Assistant Center Director at our Berkeley site, and then becoming the Josie Barrow Center Director in September 2013. She completed a fellowship with the LeadingAge Leadership Academy in 2012, a year-long program designed to strengthen non-profit leadership in aging services nationwide.
Dr. Raymond Roque, Primary Care Physician
Dr. Raymond Roque leads the inter-disciplinary team and provides primary medical care for participants at CEI’s Josie Barrow PACE Center on the lower level of Eastmont Mall. Before coming to CEI in 2009, he worked with families and older adults in inpatient, outpatient, and long-term care settings in Pennsylvania. His geriatric clinical, teaching, and research experience includes presentations on diabetes and sleep disturbance in the elderly, and assessing pain in persons with cognitive impairment. He is Board eligible in Family Medicine and has a Certified Added Qualification in Geriatric Medicine. In addition to English, he speaks conversational Tagalog and basic medical Spanish. Dr. Roque earned his bachelor’s degree at the University of California, Davis, and his medical degree at University of Santo Tomas in Manila, Philippines.
Tanya Kailath, Primary Care Provider
Tanya Kailath provides primary medical care at Josie Barrow Center. She is a board certified Nurse Practitioner in gerontology and advance practice palliative care. She has guest lectured for Samuel Merritt University and Fremont Rideout Health Group, where she taught nurse practitioners and physicians about palliative care, pain and symptom management. She presented at California Association for Nurse Practitioners about the components of palliative care and delivering palliative care in a primary care setting. Tanya completed end-of-life nursing education consortium (ELNEC) courses in gerontology and advance practice nursing. She received her bachelor of nursing from University of Rochester and her master of nursing from Boston College.
