CEI’s Josie Barrow PACE Center, located on the lower level of the Eastmont Mall complex in East Oakland, opened in Spring 2009 and provides Alameda County Senior care needs for residents of Hayward, East Oakland, San Leandro, Castro Valley, San Lorenzo, and neighboring communities.
Crystal McCloud, Center Director
Crystal has been with CEI since 2006, when she joined our Human Resources Department. She served as Executive Assistant to the CEO and COO for three years, and in Member Services as liaison with the CA Department of Health Care Services for the PACE enrollment process, before being promoted to Assistant Center Director at our Berkeley site, and then becoming the Josie Barrow Center Director in September 2013. She completed a fellowship with the LeadingAge Leadership Academy in 2012, a year-long program designed to strengthen non-profit leadership in aging services nationwide.
Dr. Raymond Roque, Primary Care Physician
Dr. Raymond Roque leads the inter-disciplinary team and provides primary medical care for participants at CEI’s Josie Barrow PACE Center on the lower level of Eastmont Mall. Before coming to CEI in 2009, he worked with families and older adults in inpatient, outpatient, and long-term care settings in Pennsylvania. His geriatric clinical, teaching, and research experience includes presentations on diabetes and sleep disturbance in the elderly, and assessing pain in persons with cognitive impairment. He is Board eligible in Family Medicine and has a Certified Added Qualification in Geriatric Medicine. In addition to English, he speaks conversational Tagalog and basic medical Spanish. Dr. Roque earned his bachelor’s degree at the University of California, Davis, and his medical degree at University of Santo Tomas in Manila, Philippines.
Christina Pingol, MSN, FNP-BC, Primary Care Provider, JBC
Christina Pingol is a primary care provider at Josie Barrow Center. Prior to joining CEI in 2017, she worked in Infectious Diseases serving primarily elderly populations in multiple outpatient clinics and skilled nursing facilities throughout the East Bay and at Kindred Hospital. She completed her Master of Science in Nursing with a focus on Community and Public Health Nursing at San Francisco State University. While working as a Public Health Nurse for the Communicable Disease unit at Alameda County Public Health Department, she completed her Post Master’s Certificate and board certification as a Family Nurse Practitioner. CEI's mission to provide comprehensive and compassionate care aligns with her passion for serving the elderly and underserved populations.
