Erica Black Foster

Erica Black Foster provides leadership for a broad portfolio of clinical and business information technology products and platforms used by various CEI departments. She plans the strategy, architecture, development, support, and implementation of enterprise software and reporting solutions. In collaboration with leadership, business stakeholders, and IT teams, she contributes to and executes on the agency’s technology goals. She manages resource allocations across teams to maximize business impact of resources and ensure each team has the skills and capabilities needed to achieve its objectives. She also oversees management of relationships with consultants, vendors, and contractors and supports negotiation of statements of work and business terms with suppliers.

Erica holds a Bachelor of Science degree in Computer Science from Saint Louis University, and a Master of Science in Health Information Systems and a graduate degree in Business Analytics from University of Phoenix. Hailing from St. Paul, Minnesota, she first joined CEI’s staff in 2009 and is the proud mom of a teenage son. In her leisure time, she enjoys cooking, entrepreneurship, and travelling.
