Justin Rosenthal

Vice President of Operations

Justin Rosenthal brings more than 30 years of diverse clinical and non-clinical experience to CEI’s comprehensive care for at-risk seniors. Following work as a journalist in Southeast Asia (and as one of the first western reporters in China in the late 1970s), his career in California has included stints with AC Transit, Kaiser Permanente, and the Sutter Medical Foundation.

At Kaiser for nearly 12 years, Justin served in a number of positions, including regional roles in Oakland and the North Bay. As the Service Director for several medical group departments and clinics in Santa Rosa, he was responsible for clinical operations at multiple sites. He was instrumental in directing innovative programs that ensure a world class customer service experience, and “hard-wire” service and quality into the workflows at all levels of the organization. In addition to extensive experience in clinic operations, workplace safety, and ergonomics, he is also an expert in change management and helping organizations navigate change, from a staff as well as a participant perspective.

Prior to joining CEI in 2018, Justin worked with the Sutter Foundation Medical Group as a Regional Administrative Director. He had responsibility for six medical centers, with over a dozen general and specialty clinics.

Justin has a strong commitment to community service, as a volunteer as well as in his professional life. For example, he speaks to local groups about fire safety and preparedness from personal experience – his family lost their Santa Rosa home and possessions in the devastating 2017 wildfires. Following a harrowing escape on 60 seconds notice, they relocated to the Bay Area where they have family and professional ties. He and his wife have traveled extensively with their four children, both locally and around the world, to get a perspective on other people’s lives. This serves him well in his work with CEI’s diverse staff and participants.

Justin holds a bachelor’s degree in political science and history from the University of California, Santa Cruz, and a master’s degree in organizational management, from the University of Phoenix, San Francisco.
