Coverage Options for CEI PACE
PACE is a national care program for the elderly that can be covered by Medi-Cal and Medicare.
Medi-Cal
If you qualify for or are currently enrolled in Medi-Cal, then Medi-Cal will fully cover care for PACE. This typically includes no-copays for PACE services unless your Medi-Cal plan includes share of cost.

Exciting News for California Seniors!
Effective April 1, 2023, California seniors with up to $1,732 monthly income now qualify for Medi-Cal. As of January 1, 2024, California no longer has an asset limit for seniors to qualify for Medi-Cal.
Medicare & Medi-Cal (Dual Enrollment)
PACE may be no cost to you if you are enrolled in both Medi-Cal and Medicare. If you qualify for or are currently covered by Medicare, then it is possible that you also qualify for Medi-Cal. We can help you navigate the Medi-Cal application process as well as answer any questions you have on Medi-Cal.
If you enroll in CEI PACE, you must receive your care from CEI contracted providers, or you may be responsible for the cost of care.
Do you only qualify for Medicare?
If you only qualify for Medicare, then PACE coverage requires paying the monthly premium, plus monthly premiums for Medicare Part D. If you have any questions about Medicare coverage, please reach out to us.
Private Insurance
If you are currently covered by private insurance, then PACE coverage typically costs your self-pay rate.

The HCBA waiver program is a California state health program that is covered under Medi-Cal for those who qualify.

Private Insurance
The HCBA Waiver program requires Medi-Cal to qualify. Private insurance is not able to cover the costs for the HCBA waiver program.

How do I enroll in Medicare and Medi-Cal?
Enrolling can be done on your own or with the help of a care provider such as CEI. When you apply to CEI, we will help you navigate the application process for Medicare and Medi-Cal. Contact us to get the application process started.
What are the differences between Medicare, Medicaid, and Medi-Cal?
Medicare is a federal healthcare program available to people age 65+ and some people with disabilities. Medicare is available at any income level.
Medicaid is the federal name for healthcare programs run by states for people of any age who have a low income level.
Medi-Cal is California’s Medicaid healthcare program and is available to qualifying residents of California.
It is possible to qualify for and enroll in a combination of these programs, as the care services they cover varies.
What is PACE?
PACE means Program of All-inclusive Care for the Elderly. PACE is a permanent Medicare benefit from the US government that supports medical, social, emotional and nutritional needs of qualifying seniors aged 55+.
What is HCBA?
HCBA means Home and Community-Based Alternatives and is a waiver program offered by the state of California to those who are considered at-risk. CEI is the provider of this program in Alameda and Contra Costa counties.
The HCBA Waiver Program provides care coordination services to participants of any age that qualify for Medi-Cal.
