CEI’s Program of All-Inclusive Care for the Elderly, or PACE, caters to independent seniors in the East Bay area that need support navigating their care needs. We make life easier by offering customized, comprehensive care in home and at our PACE centers. We build a personalized care plan together with you to ensure you can live at home and maintain your independence.

Care Coordination
Our care coordination service provides you with your own care team that understands your needs. Your care team will work with you and your doctors to create a personalized care plan to help you thrive while maintaining your independence.
We manage all the logistics for you the paperwork, prescription refills, transportation to and from medical appointments, and communication across your entire care team. We also manage and maintain your paperwork with Medicare and Medi-Cal.

What does this cost?
Medicare and Medi-Cal reimburse CEI for your care. If you are enrolled in Medicare and Medi-Cal, you pay nothing—no co-pays— or you pay your Medi-Cal “share of cost” to CEI.
CEI also accepts people enrolled in only Medicare or only in Medi-Cal, and people who want to pay privately. If you have long-term care insurance, your carrier may pay for part of the premium.
Is this a doctor group or insurance?
We are both. We have a complete medical network and are also the insurer. Everything that is medically needed is included.
Center for Elders' Independence is a Program of All-Inclusive Care for the Elderly. "PACE" is for people 55+ who have complex medical conditions. Our goal is for people to live home, in their own community.
If you join PACE, you will get all of your medical and personal care from us. Any services outside of our plan have to be pre-approved. If these are not pre-approved, you can be financially liable for those services.
Can I visit a location before joining?
Yes! All of CEI’s locations offer walk-in tours to those who may be interested in our programs.
How does a person qualify for enrollment?
People who qualify for PACE typically:
- Are 55 or older
- Live in our service area
- Are living with multiple health challenges
- Are able to live safely in the community with the help of PACE
- Meet the level of care requirements as determined by the California Department of Health Care Services

If you are looking for a care program for someone who is under 55 years of age, CEI’s HCBA Waiver Program may be a good fit.
Will I get home care?
Sometimes living safely at home means you need extra help. Personal care and light housekeeping are given to people who need it for medical reasons. When you join CEI, together we will ascertain what types of home care you may need.
Do I get dental care?
Yes! Center for Elders’ Independence offers full dental care and is included with no additional fees or deductibles.
Can I still see my current doctor after enrolling?
PACE participants visit doctors who only see seniors. As a PACE member, you receive medical care from an entire team of doctors, nurses and many others who specialize exclusively in seniors and their individual needs. If you choose to see a medical professional outside of the Center for Elders’ Independence PACE network without preapproval, you will be financially responsible for those costs.
