Maria Zamora became CEO of Center for Elders’ Independence in March 2021, bringing more than 25 years of experience in the healthcare and insurance industries. She has held executive management positions in for-profit and not-for-profit organizations, and has an extensive background in PACE (Program of All-inclusive Care for the Elderly).

Prior to joining CEI, Maria served as Vice President of Senior Care Services/PACE at AltaMed Health Services and she also was the Regional Executive Director for InnovAge, which operates PACE programs Southern California and several other states. She has cultivated strong community relationships related to her expertise in health care and senior services. She is a past Chair and Executive Committee member of the Board of Directors for National PACE Association (NPA). She is the current Chair and Executive Committee member of the Board of Directors for California PACE Association (CalPACE).

Maria’s commitment to the national PACE model of care serves her well as she guides CEI through its next phase of expansion and innovation. She holds a Master of Business Administration (MBA) from Webster University in St. Louis, MO, and a Bachelor of Science in Business Accounting from the University of Phoenix.

Amarjit Dhillon joined the Center for Elders’ Independence in 2024 as the organization’s first Chief Information Officer. He leads CEI’s technology strategy with a sharp focus on innovation, security, and enabling compassionate, efficient care delivery. As a key member of the Executive Team, Amarjit drives a future-ready IT roadmap aligned with CEI’s strategic growth, equity, and operational transformation goals.

With over two decades of senior leadership experience across healthcare, social care, and B2B technology, Amarjit has delivered impactful digital transformation at scale, most recently in the UK as CIO of a national nonprofit health provider. His expertise spans cloud infrastructure, cybersecurity, data governance, automation, and AI adoption - always grounded in human-centered design and frontline realities.

Amarjit is deeply committed to nonprofit excellence and equitable service delivery. His collaborative leadership style builds bridges between operations, technology, vendors, and community stakeholders. He has also served on the Board of a major social housing and care provider in the UK, where he helped steer post-merger integration and organizational modernization.

A Chartered Engineer, Amarjit holds undergraduate and graduate degrees in Electronic Engineering from Staffordshire University, and an MBA from the University of Wolverhampton. Now based in the Bay Area with his family, he brings a global perspective and local passion to CEI’s mission, ensuring older adults live with dignity, independence, and joy.

A native Californian, Laura Holden joined CEI in 2021, bringing decades of experience as a financial executive with expertise in Medicare and Medicaid managed care programs. Prior to CEI, her career included positions as CFO for Inland Empire Health Plan, the largest not-for-profit Medicare-Medicaid plan in the country; and Controller/Director of Financial Analysis at CalOptima in Southern California, a County Organized Health System that offers PACE and other health insurance programs for low-income children, adults, and people with disabilities.

She is skilled at leading both government and publicly traded managed care organizations through periods of rapid growth in enrollment. An operations expert and Six Sigma White Belt, she established policies that led to eight consecutive years of clean audits for a $1.7B managed care public agency. Her experience with Medicare/Medi-Cal programs and PACE serve her well as CEI grows in a complex and evolving healthcare regulatory environment.

Laura holds a Master of Business Administration degree from University of Redlands (Redlands, California) and a Bachelor of Science in Business Administration from University of Phoenix (Diamond Bar, California). In her leisure time, she enjoys gardening, nature, and spending time with her family, which includes two fur babies and eight grandchildren.

Jane King joined CEI's leadership team in 2019, following eight years with St. Paul's PACE in San Diego. She started there as a Registered Dietitian, became a Center Director, and most recently served as Operations Director for three years.

With a passion for health education, public health, and serving seniors, Jane has found a satisfying way to combine her interests, experience, and education through her work within a PACE organization. Having facilitated the opening of St. Paul's third PACE center, implemented programs, and led a variety of quality improvement initiatives, she is well-versed in all aspects of running a successful PACE program in a complex regulatory environment and changing healthcare landscape.

She earned a bachelor's degree in Food and Nutrition from San Diego State University, and a master's degree in Public Health from the University of Hawaii. She was a Leading Age California Emerge Leadership Program Fellow and holds certifications in Executive Management and Adult Weight Management. In her leisure time, she loves to hike and travel the world with her husband and three children.

Justine works to increase growth within our current programs, as well as identifying new business growth opportunities externally. Justine has served the PACE community in several leadership positions over the last decade, most recently as the Senior Vice President for PACE Operations of a new PACE organization with an aggressive growth plan looking to open many PACE centers in multiple states by 2025, focusing on suburban and rural communities.

Prior to working for Kinship Health, Justine had served as the Assistant Vice President, Senior Care Services, for AltaMed Health Services in Los Angeles providing operational leadership, strategic planning and expansion projects for the PACE program centers in LA and Orange Counties. In 2012, she was the first Redwood Coast PACE Director at Humboldt Senior Resource Center, leading the agency to implement the first PACE program in a rural county in California.

Before PACE, she spent 15 years in various leadership positions for the American Association of Critical-Care Nurses (AACN). As the Director, Professional Practice and Programs, she led the e-learning, nursing standards, research and public policy teams bringing cutting edge resources to more than 100,000 critical care nurses. She has held leadership positions as a volunteer, association partner and staff with both nursing and physician professional organizations focusing on leadership, standards setting, professional education and development of nurses’ and physicians’ practice.

Justine holds an MS in Gerontology/Critical Care, Clinical Nurse Specialist from UCSF, and a BA in Molecular Biology from UC Berkeley. Justine is excited to be back working in the Bay Area, having grown up and spent much of her early career here and now having the opportunity to reunite with family and friends.

James Mittelberger, MD, MPH, is a nationally recognized physician leader who has dedicated his 30+ year career to the care of vulnerable patients across the continuum of care from hospital to home. His roles have included Medical Director of the Over 60's Clinic; 20 years as Chief of the Division of Geriatrics at Highland Hospital in Oakland; and a decade building innovative geriatric, palliative care, and hospice programs for UnitedHealth Group and Optum as West Region CMO for Medicare and Medicaid, then as founding Director and Chief Medical Officer for the Optum Center for Palliative and Supportive Care. Prior to joining CEI's leadership team in 2019 he was the Chief Medical Officer for UCSF's affiliate hospice, Hospice by the Bay. His leadership roles have also included President of the multi-specialty OakCare Medical Group, and Interim CEO of the Alameda Health Care System.

Dr. Mittelberger has served in numerous community leadership roles to improve health care. He is a member of the Board of the California Coalition for Compassionate Care, Chair of the California State POLST task force. He has been a leader in the development of POLST since its inception in California.

He served as Medical Staff President at Highland Hospital, Chair and Vice-chair of the Alameda Alliance for Health, Hospital surveyor for the Institute for Medical Quality in California, Chair of the Alameda County Health Care Foundation, Physician leader for Measure A in Alameda County, Chair of the Alameda Contra Costa Medical Association Geriatrics Committee, President of the California Association of Long Term Care Medicine and a member of the National Academy of Medicine Roundtable on Quality of Care for Patients with Serious Illness.

Dr. Mittelberger is a Clinical Professor of Medicine at UCSF School of Medicine and is board certified in Internal Medicine, Geriatrics, and Hospice and Palliative Medicine. He completed a B.A. at Brown University, M.D. at University of California San Diego, M.P.H. and Internal Medicine Residency at the University of Washington, additional fellowship training at UCSF and the Bureau of Health Professions, and a California Health Care Foundation Leadership fellowship.

Robert (Bob) Scott became CHRO of Center for Elders’ Independence in December 2022, bringing more than 30 years of experience in human resource management, with 20 years in the healthcare industry.

Prior to joining CEI, Bob served as Senior Vice President and Chief Human Resources Officer at Mohawk Valley Health System in Utica, New York, and previously at Memorial Health in Springfield, Illinois. He delivers focused strategies that align with the organization’s mission and vision. With an extensive background in culture building, talent acquisition, performance management, benefits, compensation, employee relations and diversity/equity/inclusion, Bob brings together the HR operational know-how to lead the labor needs of the CEI growth strategy.

Bob is an active member of the communities he has lived in, serving as chair of United Way and of Goodwill Industries. He is a member of the Society of Human Resources, the American Society for Healthcare Human Resources Administration, and the American College of Healthcare Executives. Bob holds a Master of Business Administration degree from University of Wisconsin, Milwaukee, and a Bachelor of Science in Business Administration from Marquette University. He and his wife enjoy the outdoors, biking and hiking. They have four adult children and two grandchildren.

Brian Williamson, JD, is a strategic in-house counsel with over 20 years of experience guiding companies at the convergence of technology and healthcare during dynamic periods of innovation and transformation.

Before CEI, he advised on the development of AI enabled healthcare technology as Product Counsel at Google Health, and he has served as regulatory counsel, compliance counsel and privacy officer at children’s hospitals, health tech startups, and big tech. Brian is passionate about seniors’ dignity, well-being, and technology’s capacity to facilitate their healthcare access.

Brian earned his Juris Doctor degree from University of Colorado, School of Law in Boulder and his Bachelor of Arts in Chemistry from Colorado College in Colorado Springs. He is also certified as an Information Privacy Professional and is a member of American Health Lawyers Association as well as a member of International Association of Privacy Professionals.

Outside of the office, Brian enjoys open water swimming in the San Francisco Bay with the South End Rowing Club, hiking with his family, listening to all kinds of music, and cooking.
